If we actually had a functional law enforcement, all of those arrested and encountered would have background checks, classified as US citizens or not, as students or not, and a database created. Those who are not students should be arrested by the campus police and charged with trespassing. ALL of their names need to be published in a publicly accessible database.
Hate speech is not a crime but some of language used is directly threatening which is. I agree that they should be arrested and charged. Why would citizenship matter?
Arrest records are part of the public record. I don't think there needs to be a special list.

That makes for the best civilian-combatant ratio of any urban warfare. And it certainly doesn’t add up to the “women and children” narrative, which is deceiving in itself. A “child” in international law would be anyone under 18 and Hamas uses teenagers as young as 14 as combatants. Several terrorist attacks in Israel have been committed by 14, 15 and 16 year olds. Women terrorists abound too. These are combatants, not “innocent civilians”.
