That terminology seems a strange issue to fault the article or Woodward upon.

If a troop of girl scouts donates some cookies to sick hospitalised orphans, that may well be a praiseworthy decicion. But it is still, from the point of view of the troop's budget, a financial cost.

If the federal government decreases the cents on a dollar of income paid in taxation by employees, that is still correctly termed a "cost", whether or not the previous tax rate was too high or too low.

What word would you prefer The Guardian to have used to describe the effect of the tax cut upon the federal budget deficit and national debt?
