No. If this is usual for the husband and I know it I would probably ask if it’s supposed to be a surprise.

Yes I need to be told this is a surprise. Otherwise I might ask the wife something I’m not supposed to.

Yes, if you want something to be a surprise you need to state that it's a surprise. Why would you not? This seems like kind of a no brainer thing. What an odd post.
