Refineries need continuous reinvestment. So yes, they have.
Nobody in their right mind would put that type of investment into it in this political environment.
They could have been investing in new capital expenditures under Republican administrations. Why didn't they? What good does more oil from Canada through the Keystone pipeline do without the refiners to utilize it?
If we didn't have an admin who promised to destroy oil, they would invest.

You think us being dependent on oil is a good thing? We are making great progress in using wind power and solar power but the US currently uses 20% of the world’s consumption of gas.

Right now Russia is getting $1 billion dollars a day selling its gas. Small countries are using less and less oil as they advance the wind, solar and other things I don’t know about.
