House impeachment investigators were unable to answer either question in their report released Tuesday by Democrats on the Intelligence Committee. But the call — and more than a dozen others and texts between President Donald Trump's personal lawyer and White House numbers — showed up in AT&T and Verizon records obtained by the House.

House Intelligence Committee Chairman Adam Schiff, D-Calif., declined to say how the House obtained the phone records.

The records, according to Intelligence Committee member Rep. Eric Swalwell, were subpoenaed from third-parties.

Who? Why?
Third parties would likely be their phone providers. Why? It certainly sheds some light on the talks that were happening in the background between relevant players while Trump was withholding the aid. What reason would Rudy Giuliani have to be calling OMB, where Mick Mulvaney (who already said there was a quid pro quo) works?

I’m telling you there’s no reason they’d need to do anything but simply subpoena their phone records when that’s an easy, legally viable option.

He probably obtained them legally with a subpoena. Subpoenas do not have to be made public, a judge just has to sign off on it.
