Making your kids commit grand theft

Theres a local man who had his license taken away for dui a few years ago. He's drunk and virtually homeless (lives in a tent on a friend's property) and rides his horses to get around.
Today 2 children tried to steal the horse he rode to the store. When approached they said their parents told them to because the horse was malnourished and never given water.
These horses are obviously well cared for. The people he is staying with trades providing for his horses for ranch work. They see a vet, get their hooves trimmed, are well fed, etc. He trades off which one he rides to give them a break.
I can't imagine sending my children to try to steal a horse even if it was being mistreated. Witnesses say the kids were about 8 and 11.
How crazy is that?

Stupid kids tried to steal my uncles tractor from the liquor store parking lot too.

It sounds like they are putting the blame on their parents so they won't be in trouble.
