While I don't generally make assumptions and haven't really followed any of this, I would imagine this was discussed among the family and this was her wishes. If this area has been designated as a family plot, its probably already planned to be her children's final resting place and she probably wanted to be where they would be.

BobCobb mentioned 10 plots, does make me wonder who is and who isn’t going to be buried there. I can’t imagine Jared, Ivanka and their children would want to be buried on a golf course. As Orthodox Jews they would probably be with his family in a traditional Jewish cemetery. The other in-laws might be creeped out by it.
