The same way it was embezzlement when private companies looted the pension funds of their employees. That's how. That money is earmarked specifically for pensions and should not be touched.
Government funds don't work the same way as private companies. Look at the social security pot for one example. Congress has "borrowed" from that pot for decades.
Facts have no affect on these people.

Won't happen like it's leading you to believe. And before everyone gets up in arms, you need to understand that the money they're talking about comes from a pot. The pot will be cut - not anyone's current salary or pension. Dems have been talking about cutting that pot for decades and many benefits have already disappeared under Obama.
This is your way to get around the fact that Trump is making errors and bad choices constantly.
Can you post proof and a source that explains this “Pot” theory?
