Should he still be paid?

Our library and our whole county library system was hacked and about 30 libraries were affected. This means that inner library loan and a whole lot of other things aren't working. My neighbor works for the libraries and drives all the loaned books all over to the various libraries. He hasn't been able to do that this week through no fault of his own but he's not getting paid because they have nothing for him to do and send him home. Do you think he should still be paid since it's not his fault? I'm not sure what I think to be honest.

If he’s an hourly employee then no. I’m sure it sucks but no work means no pay.

I say yes. It's not his fault the library can't get their shit together.

If he is hrly and there is no work for him he should not get paid.. riding the clock and not doing any work is not good thing.

Does he have comp time/vacation time he can take until the library resolves the issue?

I am hourly cut full time. If something like that which is out of his control (ie Harvey) happens, I still get paid. So yes, they should still pay him.
