Seems pretty straight forward to me. He wants the rich to come back to NYC and spend their money eating out and shopping there instead of the Hamptons or CT. It shows what usually happens when you pass higher taxes expecting the rich to happily pay. And somehow revenues from a new punitive higher tax are usually much lower than projections.
No indoor dining? Really? We’ve had it for months, first at 50% and now at 75% although they are still limiting how many to a table and spacing them out. We did take out when there was no indoor dining too to help keep the local restaurants going.

You consider the highest death rate in the country and killing thousands of nursing home/long term care/ assisted living residents by forcing these places to take back covid patients released from the hospital is managing the pandemic incredibly? And this is no knock against Cumo. I think he has done an incredible job as far as managing the pandemic.
"This isn't our first rodeo," Cuomo said at a March 2 press conference. "We are fully coordinated, and we are fully mobilized, and we are fully prepared to deal with the situation as it develops."
Then he proceeded to whine constantly how they would need tens of thousands of ventilators, run out of hospital beds, etc., until Trump had the COE convert the Javitz Center into hundreds of ICU beds, built three or four field hospitals,, and had one of our hospital ships come up to NY. All of it a waste of our tax payer dollars, as only about 200 patients ended up at Javitz, and maybe 100 on the ship.
NY never ran out of ventilators or hospital beds.

Oh, I thought you meant NYC because there is no inside dining and might not be back until January. And August is always dead in NYC.
