"Defund the police" is an unfortunate moniker/statement. For many it means no police and this is just not the case. A restructuring and consideration of funds is important and good to see Minneapolis leading the charge.

Mayor Lenny Curry doubling down on his investment in law enforcement. His proposed budget is asking for over $481 million dollars for JSO."

Apparently this has been done elsewhere. When a city reaches a point of disfunction and can no longer negotiate effectively with the police unions to make reforms, they "disband" the police department to start over. Some towns partner with County level law enforcement. They can then put more money into officers on the street, better training, and more away from entrenched problems.
The transformation began after the 2012 homicide spike. The department wanted to put more officers on patrol but couldn’t afford to hire more, partly because of generous union contracts. So in 2013, the mayor and city council dissolved the local PD and signed an agreement for the county to provide shared services. The new county force is double the size of the old one, and officers almost exclusively patrol the city. (They were initially nonunion but have since unionized.) Increasing the head count was a trust-building tactic, says Thomson, who served as chief throughout the transition: Daily, noncrisis interactions between residents and cops went up. Police also got de-escalation training and body cameras, and more cameras and devices to detect gunfire were installed around the city.

The more I see out of Florida, the more appealing it becomes. One of the last bastions of sanity it would seem.

That sounds like something very rational and perfectly logical. It definitely doesn't have the same ring as "de-fund the police". Upgrading the infrastructure makes sense. As society changes, our infrastructure needs to change and adapt with it. I would get behind something like that.

Why would you jump to that conclusion instead of social services, drug treatment, and healthcare, which is what polling supports.
