That committee, that inquiry determines to charge or not charge the target. They do NOT exonerate. That's not their charter. They're not there to clear anyone. I became really curious about some of the sources that kept coming across my fb feed or that my friends were sharing.
The puzzling thing is that some of it seemed to be coming out of the region of Ukraine that Russia invaded.
