Not sure where you get the "same as Biden in this case" conclusion. A sitting President was withholding money that Congress approved for a foreign country's defense, in order to pressure them to smear his opponent in an election. What is "the same"? He has already stated he discussed Biden in the phone calls, and Guliani has admitted he traveled to Ukraine to discuss Biden and ask for investigations to continue. The Ukraine already conducted investigations and concluded no wrongdoing by Biden or his son. The only reason to "investigate" more would be to harm Biden in the election.
