The nudity is not so much a problem but her reason for it is concerning.

I would mention it to him, yes. And there is no valid reason for such behaviour. I am honestly curious as to why she did it. If it were my daughter (I know she is your sd) I would ask her about it.

I'd just tell her to go put on a towel and ask her dad to talk to her about making sure others are comfortable with it before walking around naked, respecting others limits, etc. No big deal.
