Because it is way older than those guidelines.
I work in a building built in 1905. It had to be updated to meet handicap standards.

That’s crazy. My old employer had to put in an elevator for that purpose. That’s expensive af. Unless the building is registered as historic or you’re not in the US, I’m not sure how you guys are bypassing the handicap accessibility code or laws.

There isn't even room anywhere for an elevator. I'm not sure the exact details of the law but we are exempt due to the age of the building.
