OP, how do you handle it when someone repeatedly rides your rear end and backs off?

What everyone else said. I am deeply sorry for your loss, but it was his own choices that resulted in this tragedy. The other driver was following the law and is not at fault.

Your brother is the F***ing asshole here. He was riding her bumper. She slowed down to drive the speed limit. He decided to pass her. He should have driven the speed limit as well. He'd still be alive if he hadn't been an aggressive driving asshole. You should be grateful that he didn't kill anyone.

No. Driving the speed limit is not illegal. Sorry for your loss but it was clearly his fault.

We don't know if he was passing illegally. He might have misjudged the car in the other lane, and it was too late. Still of course only his fault for not being more cautious.

If there's not enough time to pass he was passing illegally. If he was speeding to pass (which he obviously was) he was passing illegally.
