This could be a good idea for you to call, even. They can probably better answer questions more attuned to laws in your state, like if she is allowed to record their interactions for use in court. I know you said she has no access to money, but if her name is on the account she may be able to walk into a bank branch with an ID and make a withdrawal.

Look for domestic violence shelters near her, have her pack some stuff for her and the kids and go. The shelter will help with everything. At least they did me.
