Sounds like he's already proved he is capable of doing the job and is more experienced overall. That's what the company seems to care about in this case, not just the fact he's male. Why put someone they have to train in the position when they can put in a person who already knows it?

You're right. Something IS wrong. It's your attitude that you think you deserve to be promoted simply because you are a woman. He's more qualified than you. Get over it and take steps to improve yourself and the next time, you'll have a better chance.
